Base Toliara is part of Base Resources which leads the development and operation of mineral sands and rare earth mines for the Energy Fuels group. It is developing a world-class mineral sands project in Madagascar to produce ilmenite, zircon and rutile.

Base Toliara, as a major player in the global mining sector, has identified the need to implement a robust and scalable Human Resources Information System (HRIS) to support efficient scaling up to over 900 employees in line with their strategic long-term growth vision.

The main focus is to have a full suite of tools to centralise people management operations, execute an integrated recruitment processstreamline administrative tasks and reduce time-to-hire in alignment with the organizational vision. 

The Oracle Products in the implementation scope for Base Toliara are Core HR, Recruitment along with some interfaces to Ursula Payroll, Goal and Performance Management, Absence Management, Talent Management and Career Development, Workforce Planning, Workforce Compensation, Individual Compensation, and Benefits Management.

After evaluating various HR solutions, Base Toliara selected Oracle HCM Cloud to support its strategic growth as a major player in the mining sector. With around 50 employees already onboarded and operations projected to scale up to over 900 employees by 2033, there was a strong need for a robust and scalable HRIS in response to:
